Job Description

This position within the City of Los Angeles Department of Cannabis Regulation (DCR) represents a unique opportunity to join a fast-paced, innovative and exciting field of public policy and management with social equity at the core of its work.
The Public Information Director plans, develops, and administers a comprehensive public affairs and communications strategy for a City department; exercises strong judgment to advise management of the potential public relations effects of proposed actions; maintains strong relations with members of the media; serves as lead spokesperson for the department; advises on messaging and implementation of community outreach efforts; applies sound supervisory principles and techniques in building and maintaining an effective work force; manages internal agency communications and completes related work.
The Public Information Director will be responsible for managing robust and regular stakeholder and community communication and engagement, developing communications strategies regarding the Department’s Licensing, Social Equity Program and unlawful cannabis activity, as well as designing and developing a Public Information Campaign.
Additionally, the Public Information Director will also support Executive Leadership in the development and implementation of policy priorities and strategy.
The Department of Cannabis Regulation (DCR) is responsible for licensing and regulating commercial cannabis activity within the City of Los Angeles. In addition, DCR is responsible for the implementation of the City’s Cannabis Social Equity Program whose purpose is to enable those adversely affected by the war on drugs to have equitable access to the business ownership and employment opportunities within the newly legitimized local cannabis industry. The DCR works with City leaders, community members, the cannabis industry and other stakeholders to ensure that the Program will achieve the aforementioned goals.
A Public Information Director uses a comprehensive knowledge of the plans and goals of a City department or major City program to direct staff in communication and public relations work. A Public Information Director is expected to take initiative in developing public relations campaigns in an effort to advance a department’s policy goals and solve problems. An employee in this class works freely within the limits of established departmental policy and general directives from management. A Public Information Director exercises independent judgement in advising management on public and community relations matters. A Public Information Director, as a bona fide supervisor, performs the full range of supervisory activities. These include processing and resolving grievances, and evaluating employee performance.
● Acts as a leading spokesperson on behalf of the Department with all media;
● Advises management on all potential public relations impacts of proposed policies and actions;
● Develops and executes robust public relations campaigns;
● Oversees and coordinates the department’s relations with all communications media;
● Develops and Oversees day to day and long term communication strategy with external and internal stakeholders to include Elected Offices, Government Agencies, Community Based Organizations, Neighborhood Councils, License Applicants and Social Equity Applicants;
● Supervises and participates in gathering, preparing, and disseminating information about department policies, services, and activities with members of the communications media;
● Develops, writes and edits promotional and educational material for release to the media;
● Develops, writes and edits internal communications materials to be disseminated with the department’s staff;
● Manages external communications and public inquiries via phone, email and public counter;
● Manages the production of agency-led events and agency participation in external events;
● Manages the production of all public relations material such as exhibits, videos, and slide show presentations;
● Ability to work collaboratively with other departments, community groups and other partner organizations;
● Prepares the department’s executive team and staff members for media related interviews. This may include drafting speeches and talking points;
● Represents the department before civic, community, and business organizations, to promote the department’s activities;
● Provides functional direction for public relations projects and activities performed by private companies contracting with the City.;
● Prepares the department’s annual progress, and special reports for management;
● Prepares an annual budget request for communication and public relations activities and cost estimates for proposed special activities;
● Establishes and maintains a work environment to enhance both employee morale and productivity;
● Supports the efforts of the Assistant Executive Director of the Department of Cannabis Regulation overseeing Policy, Education and Community Outreach;
● Oversees production and distribution of digital media on behalf of the department including the Department’s website and social media; and,
● Performs other duties, as assigned.

● Effectively represent the City in meetings with various individuals and organizations;
 ● Identify and respond to community and City Council issues, concerns, and needs;
● Communicate clearly and effectively, both orally and in writing, including making public presentations and preparing comprehensive written reports;
● Evaluate situations, identify problems, and exercise sound independent judgment within established guidelines;
● Interpret, explain, and apply policies, procedures, laws, codes, and regulations pertaining to City administration;
● Establish and maintain courteous and effective working relationships with City staff, elected officials, boards and commissions, consultants, vendors, community groups, the general public, and others encountered in the course of work;
● Supervise, train and evaluate the work of assigned personnel;
● Prepare accurate, comprehensive, and precise written reports and analyses; and,
 ● Plan, organize, and prioritize multiple projects and tasks in order to meet strict deadlines.
● Bachelor’s Degree;
● Spanish language proficiency preferred;
● Experience handling sensitive subject matter;
 ● Experience with executive leadership;
● Experience building positive relationships with journalists and other members of the media;
● Experience producing events; and,
● Thorough knowledge of the local and national media landscapes, as well as cannabis trade media outlets.

The current salary range is $89,283 to $134,133 per year. The position of Public Information Director at DCR is an exempt appointment position hired through the Mayor’s Office. The incumbent will not accrue any civil service tenure.

Job Requirements

One year of full-time paid experience with the City of Los Angeles as a Principal Public Relations Representative or in a class (at least) at that level, preparing and disseminating information using mass communication media OR three-to-five years of full-time paid professional experience in charge of an organization’s public relations function.
 Professional experience must be in the following areas:
● Promoting, developing and coordinating a comprehensive public information program; ● Developing and maintaining contacts with the communication media;
● Analyzing, planning, preparing, and disseminating information concerning agency policies, services, and activities for release to the communications media; and,
● Advising management or clients regarding public information techniques.
● A valid California driver’s license is required; and,
● Strength to perform average lifting of up to five pounds and occasionally over fifteen pounds; good speaking and hearing ability; and good eyesight.
